The Low Income Home Energy Assistance Program (LIHEAP), known locally as LIEAP, is a federally funded initiative that helps eligible households cover heating costs during the winter. After a delay caused by the recent federal government shutdown, the North Carolina Department of Health and Human Services (NCDHHS) has received its funding and officially opened the application window on December 10, 2025.
What LIHEAP Covers: LIEAP provides a one-time payment directly to your heating provider to help offset winter energy costs. This includes electric, gas, propane, or other heating fuels. The program supports over 130,000 households across North Carolina each year.
Who Qualifies: To be eligible, you must:
Be a resident of North Carolina
Meet income requirements based on household size
Be responsible for paying your heating bills
Not have received an automatic payment (those who did were notified in November and do not need to reapply)
How to Apply in Kinston: You can apply in one of three ways:
Online: Visit epass.nc.gov to complete your application digitally
In Person: Go to the Lenoir County Department of Social Services
By Mail or Fax: Print the application from the NCDHHS website, fill it out, and send it to your local DSS office
What You’ll Need:
Proof of income for all household members
Identification and Social Security numbers
Recent heating bill or account information
Any documentation showing you’re responsible for the heating costs
Deadline to Apply: Applications are accepted through April 10, 2026, but funds are limited—early submission is strongly encouraged.
If You Already Got a Payment: Households that qualified for automatic renewal received their benefit on December 1, 2025, and do not need to reapply.
